  • Electoral system: FPTP creates ‘safe seats’ in which the outcome is very predictable, parties spend few resources engaging with constituents, and voters are discourages by the fact votes for losing candidate are wasted
  • Education: graduate turnout might be higher cause graduates have time and resources needed to participate
