The need for move-ups should be evaluated when:
- A working fire is declared.
- Units are sent as mutual aide in or out of County.
- Multiple alarms are dispatched.
- Simultaneous incidents occur in one area of the County or in different parts of the County.
- During training sessions that require apparatus to leave their area or be unavailable for emergency calls.
- It appears an area will be uncovered for an extended period of time.

• Any incident resulting in serious injury (requiring hospitalization) or death of operating personnel
or fire incident resulting in fatalities.
• At the request of the Incident Commander, EMS Captain, or Fire Training Officer.

The facilitator shall complete a PIA report for the activity. If the activity was a tailboard type, the facilitator shall document the findings on the Training Officer Response / Post Incident Analysis Report. If the PIA was a type other than tailboard, then a complete “Post Incident Analysis Report” shall be completed.
PIA Stage 5:
Submission and Follow-up
All PIA reports will be forwarded to the Training Division for review. Based upon the PIA findings, recommendations shall be made in writing to the Training Committee, Safety Committee or the Fire Chief.
