Preflight Inspection
follow checklist provided by POH, if any inoperative equipment is found perform inoperative equipment checklist
MEL
If you have MEL follow MEL Procedures for inoperative equipment
INOP. Equipment without MEL
91.205 → Airworthiness Directives → Supplemental Type Certificate or Type Certificate Data sheet → Kinds of Equipment list → Equipment List → Structural Component → Safety Hazard → Pilot Decision
What to do when INOP Equipment that makes an aircraft unairworthy but aircraft is still safe for flight
Gain Special flight Permit or get maintenance performed
What to do with Optional INOP Equipment
Discard/Deactivate and Placard and log it in Maintenance Manual, also make a choice to fly or not fly with the equipment
