1946 new towns act

A

Established a programme for building new towns. development corporations were set up to be responsible for each of the towns. Stevenage was the first new town created in the act, with 10 others following by 1955

TCPA 1947

A

This act:

  • nationalized development rights, meaning planning permission was required
  • reduced the number of planning authorities from 1440 to 145
  • required all county and borough councils to carry out a survey and prepare a development plan for the use and development of their areas within 3 years. This made the planner the arbiter of local land use rather than landowners.

  • Introduced a development charge applicable after planning permission was given to capture some of the difference in land value
  • Abolished compensation for landowners prevented from doing something or for someone adversely affected by the granting of planning permission

Allowed local government to use compulsory purchase orders to buy land at its existing use value
