Who was it compulsory for?
Workers aged 16-70 earning less than £160 a year.
How much were workers entitled to and for how long?
35p a week for 15 weeks when out of work, which helped reduce the threat of poverty.
Was it enough to stay out of poverty?
According to Rowntree, it was enough for an individual to stay out of poverty.
What were the disadvantages?
It covered 7 trades, and although this meant those in trades which were regularly hit by unemployment (like docking and shipping) were supported, agricultural workers who had seasonal employment weren’t covered.
It only covered 2 million people. It was also compulsory participation for poorest people which made it a pay cut.
