A
-Palmerston died - Gladstone more in favour of giving w/c men the vote
- Disraeli knew that passing a
limited extension would win over Liberal MPs and a substantial number of voters

What did the 1867 RPA do?
A
- Extended the vote in boroughs to householders who had been resident for at least 12 months
- In the counties, more landowners and farmers were registered to vote

A
- Electorate rose from 20% to 30% of men
- Extended to another 700,000
- Yet, plural voting continued
