Board of Cosmetologist Examiners is consisted of:
two cosmetologists, two school instructors, one esthetician, one nail technician, one public member.
Board of Cosemetology member requirements
the cosmetologist, esthetician, and nail technician must hold an active license in their related field and have practiced the occupation for at least 5 years and have knowledge of sections 155A.21 to 155A.36 and chapters 2105 & 2110.
Why are practices of cosmetology regulated by a board?
Because the legislature requires special skills and education related to infection control, use of chemicals, implements, apparatus, and other appliances used within the field of cosmetology

Cosmetology
practice of personal services for the cosmetic care of the hair, nails, and skin; including but not limited to cleaning, conditioning, reinforcing, enhancing the body surface in areas of the head, scalp, face, arms, hands, legs, feet, and trunk of the body; except services performed by a barber
Cosmeologist
a person who performs the services of cosmetology for compensation
Eyelash Extensions
the application, removal, and trimming of threadlike natural or synthetic fibers to an eyelash. Includes cleansing of the ey area and lashes. Does not include color agents, straightening agents, permanent wave solutions, bleaching, applications to the eyebrow, or other cosmetology services.
Eyelash Technician
Any person who is not a cosmetologist, esthetician, or advanced practice esthetician who performs the personal services limited to only eyelash extensions for compensation.
Esthetician
Any person who performs personal services for the cosmetic care of the skin only for compensation
Individual License
a license that is described in section 155A.25, subd 1a, paragraph b, clause 1
Nail technician
any person who performs personal services for the cosmetic care of the hands, feet, and nails only
Manager
Any person who is a cosmetologist, advanced practice estehtican/esthetician, nail technician, or eyelash technician practitioner who has a manager license and provides said services
Mobile Salon
A salon that is operated in a mobile vehicle or structure only to provide personal services
Salon
An area, room, or rooms employed to offer personal services.
School
A place where any person operates and maintains classes to teach cosmetology to the public.
Instructor
Any person employed by a school to prepare and present the education of cosmetology to persons who seek the education. Must maintain an active operator or manager’s license
Person
may extend and be applied to bodies politic and corporate and to partnership and other incorporated associates.
Threading
A method of removing hair from the eyebrows, upper lip, or other parts by using cotton threat to pull hair from follicles. Does not use wax or chemicals
Advance Practice Esthetician
A person who performs personal services for the cosmetic care of the skin including the use of mechanical or electrical skin care apparatuses or appliances on the epidermal layer of the skin.
Designated Licensed Salon Manager (DLSM)
a manager who is designated by the salon owner and registered with the board who is responsible for the salon and practitioner compliance
School Manager
A cosmetologist who is a salon manager and who has a school manager license - must maintain an active salon manager’s license
Practitioner
Any person licensed with the practice of cosmetology, ethicology, nail technology or lash technology services.
Hairstyling
Practice of cleaning, drying, arranging, or styling hair; including the use of hairsprays and topical agents, use and styling of hair extensions and wigs; does not include cutting or application of color, bleach, reactive chemicals, keratin, or other preparations to color or alter the structure.
Makeup Services
the application of a cosmetic to enhance the face or skin, including powder, foundation, rouge, eyeshadow, mascara, lipstick, etc. Can include the application via air brush. Does not include permanent makeup, tattooing, or facial services.
Three year license fees:
$195 initial practitioner, manager, or instructor license divided as: $155 for initial license and $40 for application fee.
Renewal of practitioner fees:
$115 total divided as: $100 for each renewal and $15 for application fee.
Renewal of manager or instructor licenses:
$145 total divided as: $130 for each renewal and $15 for application fee.
Initial salon license
$350 total divided as: $250 for initial license and $100 for application fee
Renewal of salon license
$250 total divided as: $175 for renewal and $50 for application fee
Initial school license
$4,000 total divided as $3,000 for initial license and $1000 for application fee
Renewal of school license
$2,500 total divided as: $2,000 for renewal and $500 for application fee

Refunds:
given in the following situations: overpayment, death or permanent disability before effective date of license, or individuals ineligibility for licensure.
License Expiration Date:
The last day of the licensee’s birth month of the year due.
Salon license expiration date:
the last day of the month of initial licensure of the year due
Application to be approved or denied must be completed by:
the board within 15 working days of receiving the full application and fees.
Request for an additional review if an application contains discrepencies
must complete a complaint investigation to present to the board
Temporary military license or expeditated license must be completed within:
5 business days after receiving the completed application and required fees.
Practitioner licensing:
must hold an individual license to practice in the state as a cosmetologist, esthetician, nail tech, eyelash tech, advanced practice esthetician, manager, or instructor.
Practitioner qualifications:
Each classification is determined by the board which includes educational and experiential prerequisites to protect the health and safety of the practitioner and the consumer.
Practitioner testing:
All theory, practical, and Minnesota law and rule testing must be completed by a board-approved provider. Standardized tests will be used and include the relative information to the application focusing on the competency to provide services safely.
Practitioner licensing without a test:
licensing of persons without testing may be allowed as determined by a rule
Practitioner temporary military license:
board shall establish temporary licenses for a cosmetologist, nail tech, and esthetician in accordance with 197.4552.
Practitioner duration of license:
3 years
Practitioner renewal of license:
shall be a period of three years under conditions and process established by the rule with continuing education requirments.
Practitioner exemptions:
- persons licensed in cosmetology in another state who is visiting for demonstrations if they are in the physical presence of a licensed cosmetologist
- persons performing threading
- person performing only hairstyling and makeup services as long as a 4 hour course in health, safety, and infection-control matters is completed.
