What does “health and safety Culture” mean?
Deep seated values of the business.
The way the work is carried out - formal working practises
Code of conducts, accepted customs, dress codes language etc.

This is shown through organsiational charts and how formal and rigid it is - are there lots of levels or if it is open with few levels.

General a company with a positive cutlure, will consist of competent peeople, good policy and procedures in place, good attitude to rik and controls. This will normally corellate with accident rates and performance indicators.
