When does the rules for restricted visibility apply?
A
When vessels are not in sight of one another navigateing in or near an area of restricted visibility.
Thereby the use of fog signals / electronic devices such as Radar / AIS is the only means of detection.

Since section ii of the steering and sailing rules does not apply in restricted visibility what measures are to be followed instead?
A
- Vessels still have full responsibility under section i
- Shall proceed at safe speed adapted to prevailing circomstances and conditions of restricted vis
- Shall have engine avalable for immediate manuvre
- ROC / Close-quarters determined by radar alone:
- shall take action in ample time
- Avoid a/c to port for v/l fwd of beam
- Avoid a/c toward v/l abeam or abaft the beam
- I hearing a fog signal fwd of beam
- OR cannot avoid a Close-quarters situation with v/l fwd of beam, slow down to bare sterageway and navigate with extreme caution until danger of collision is over.
