Boomerang model

The idea that TANs are successful when they create new norms, force governments to act on those norms, and get their norms to be… normal
Other-oriented TANs
TANs focused on helping those besides themselves
Policy entrepreneurs
People committed to innovative policy change and work to achieve those changes
Self-oriented TANs
TANs focused on things that benefit primarily the members of those in the network
Supranational organization
One whose rules can override those of national states
Transnational Advocacy Network
Networks that 1) must include non-state actors, 2) may include states or IOs as well, 3) represent a recurring, cooperative partnership with 4) differentiated roles among the component parts
