Homeless refugees- African American and white- needed food, shelter and work.
What did the freedman bureau do?
It set up schools to teach freedmen to read and write. It also helped start schools at which African Americans could extend their education. It also helped freedmen find jobs and resolved disputes between whites and blacks.

It banned both slavery and forced labor. It also gave congress the power to make laws to enforce its terms

He issued a broad amnesty to most former confederates. He allowed states to organize new governments and elect representatives to congress.

To prevent former confederates from regaining control over southern politics. The other was to protect the freedmen and guarantee them a right to vote

Carpenters, preachers, sheriffs, mayors, judges and legislators.
