Reporting Senior
COs are reporting seniors by virtue of their command authority
Delegated Reporting Senior
Delegation of reporting senior authority is an actual transfer of that authority, and not merely an authorization to sign “by direction”
Immediate Superiors in Command (ISIC)
Reporting seniors for assigned commanding officers
Enlisted Reporting Seniors
CPO (E7-E9) may act as reporting seniors for E4 and below only
Raters and Senior Raters
Rater should be a CPO or military/civilian supervisor equivalent or higher than an E7
Senior rater will be member’s DIVO or DH
Performance Counseling
Its the COs program
Must be provided at mid-point of the periodic report cycle and when the report is signed
Identifies members strengths and weaknesses
How many types of reports are there?

Regular reports
Foundation of the performance record
Submitted periodically
Covers day-to-day
Concurrent reports
Provides a record of significant performance in an additional duty or temporary additional duty status
Operational Commander reports
Optional
Only submitted on CO or OIC by operational commanders not their regular reporting seniors
Performance Information Memorandum (PIM)
Used to report performance information to another command for consideration of FITREP/EVAL
May be used for periods of 3 months or less
Administrative blocks
Identify the report, define context, and make it more informative for detailers and selection boards
Guidance on trait grade
5.0 - Reserved for performance far above standards
1.0 - Generally poor performance
2.0-4.0 - Most Sailors
Comments block
Based on verifiable facts
Input from member and immediate supervisor
No underlining, bold, italics, centering
Promotion recommendation summary groups
Should be consistent with trait grades and individual trait averages
Misconduct reporting
Adverse or downgrade FITREPs or EVALs may not be directed as punishment or used as an alternative to the UCMJ
Responsibilities and rights of members
Sign all regular reports
Receive a copy
Submit a statement within 2 years

To correspond officially with addressees in the DOD

Purpose of UCMJ
Promotes good order and discipline, and provided a basis for the administration of justice for the Armed Forces.
Who is responsible for upholding the UCMJ?
All members of the Armed Forces
Who is subject to the UCMJ?
- Active and Reserve
- Fleet and Marine Corps reserve
- Reserve on inactive-duty training
- Army/Air National Guard when federalized
- In a time of war, all serving or accompanying Armed Forces
- Cadets, midshipmen
- Retired members receiving pay
Summary Court Martial
Composed of one AD commissioned officer with the rank Captain or higher. Normally a BN commander or equivalent.
