Ways:
- Allow political participation
- Elections open to all citizens
- Elections promote awareness of political issues

-May have exhausted legal routes available to them
E.g. Poll tax riots
-Acts as free publicity e.g. fathers4justice
-Seen as a way of ramping up pressure and getting what they want faster.
