the extremes are left to judgement since the extremes always change-real world data furnish the limits
the political object reappears
since calculating war probability is a mechanical act, the act of war comes down to understanding the original motive - therefore political object becomes the main factor

you should always consider what kind of feeling the political forces infuse in masses- can produce very different results based on the mass states
there is only one cause which can suspend the action
