Requiring all students in the colleges and universities
public and private to
study the life works
and writings of Rizal.
Requiring all colleges and universities
public and private to have sufficient
and unexpurgated copies of his works especially Noli Me Tangere and El
Filibusterismo.
Rizal’s works shall be translated to English and discussion on Rizal’s ideas
must not violate the discussion of religious beliefs.
The state have the power to supervise all colleges and universities in
teaching the values
of moral character
personal discipline
conscience
and the duties of citizenship.
