It’s very common to repeat the subject in French to add emphasis.
So “ça, c’est” is like “moi, je” or “toi, tu”. It adds emphasis. In English, “c’est X” vs “ça, c’est X” would be the difference between “that’s X” and “that is X”

The comma is important (although it’s often forgotten). It’s called a “dislocation”, where a phrase is put at the start or end of the sentence for emphasis, and repeated inside the sentence with a pronoun.
