- the depression wrecked Japanese industries, military leaders called for military expansion

A
- Japan had control over the southern Manchurian railway
- in September 1931 using the excuse of the railway exploding to invade Mukden and take over the rest of Manchuria
- Japanese put a weak leader in charge of China to control him
- league sent lord lytton to assess the situation, and he produced a report which said that Japan was guilty – however, the league didn’t do anything and was produced a year late
