It forced non white seamen to register as “aliens” if they couldn’t produce a British passport and they could be arrested if they failed to produce one when leaving their ship. They also had to regularly check in with the police and ran the risk of deportation if they failed

To protect against the treatment of Indian seamen with a public rally in Liverpool.
