A consensual encounter is just that… CONSENSUAL! When a reasonable person would feel free to leave. Stopping and talking to someone without the use of emergency lights, blocking the person path of travel and/or not giving them specific commands to stop or commands that would make a reasonable person feel as if they are not free to leave.

A

A buy walk is a deal/transaction that occurred either between an Undercover deputy/detective (UC) or a Confidential Informant (CI) with a target. After the deal is completed no arrest is made, due to the furthering of the investigation.

What is a search warrant buy?

A

A search warrant buy is a controlled buy either from a UC or a CI from a residence and/or place of business from a target. This buy will allow and authorize a search warrant. (Remember its always to get more then one buy from a target location, although its not required)

What are some different ways to obtain a search warrant?

A

Controlled buys
Trash pulls (Trash pulls will need to be corroborated with surveillances and/or complaints of criminal activity. Things to look for during the trash pull are any evidence that gives evidence and/or reason to believe that the crime is actually occurring from within the residence, such as packaging materials, empty baggies, scraps of contraband etc..)
TAKE AWAYS. (Conducting surveillance and observing what appears to be a hand-to-hand narcotics transaction, then stopping the buyer AWAY from the target and recovering the contraband. It’s often good to get post Miranda statements from the buyer stating he purchased the contraband from either the target or the targets residence)

A

O.I.F are funds that are used to purchase contraband and/or other investigation items during operations.

In order to sign up a Confidential Informant what has to be done?

A

The Confidential Informant has to be proven reliable, reasonable and trustworthy in order to utilize them as a CI

What is Rachels Law?

A

Rachels law is case law that was established after Rachel Hoffman was murdered while being utilized in a law enforcement operation.

Rachels law basically states that a Confidential Informant will only be used to purchase contraband that they are a custom to and frequently purchased (In example, is a CI usually only buys cannabis, you can not use them to purchase firearms and heroin because it is out of there normal scope of purchases). Additionally it requires law enforcement to maintain a constant uninterrupted visual of the CI during the entirety of the operation to ensure their safety.

What is a Ninja Number?

A

A Ninja Number is a program that is utilized by HIDTA to ensure that two different operations are not occurring at the same place during the same time between two different agencies and/or investigative units. A Ninja Number needs to be pulled for every operation involving a UC and/or CI.

What is a Vehicle Immobilization Technique (V.I.T)

A

A V.I.T is a technique that can be employed by detectives that are assigned to a unit that attends quarterly training and have attended V.I.T training. A V.I.T is when two or more vehicles are used to “pinch” a target vehicle which is done by one vehicle making contact of the rear of the target vehicle and one vehicle making contact with the front of the target vehicle to prevent the vehicle from Fleeing.

Can a V.I.T be done with one vehicle?

A

Yes a V.I.T can be done utilizing one vehicle only if on the other side of the target vehicle is a solid barrier (EX. A wall, a big tree, a guard rail.. Anything that would prevent a vehicle from driving through it)

A

Sell yourself! Sell your experience, training, ambitions and what you could bring to a C.S.T unit such as being a team player, camaraderie and the desire to work in a team enviroment.
