Mussolini’s aim in forming the Axis was to scare the allies into potentially making steps to ally with him, and if not grant him free roam in the Med due to Hitler’s interests lying more in mainland Europe. Mussolini ultimately got neither an alliance with Britain or benefit from having free roam in the Med, while Hitler pulled Mussolini closer to him and further from the allies.
