Periphrasis
A linguistic going ‘about the bush’ - when one chooses many words to represent ‘that thing which we desire to have knownen’ without saying what it is

the frequent repetition of a phrase or question dwelling on a point

draws attention to an issue even as it is passed over - emphasising an issue discreetly
apostrophe
an exclamatory figure of speech. It occurs when a speaker breaks off from addressing someone. Often the addressee is a personified abstract quality or inanimate object.
