A
- He believed the new Parliament would be as cooperative as the last one
- That they would grant him all of the money requested for the war against Spain, and tonnage and poundage for life

A
- Asking the commons for more money before the previous grant had been collected was not the accepted manner and was against precedent
- This gave a opportunity for the doubts which had risen about the marriage to HM, the Mansfeld’s expedition and the lack of a defined enemy to surface
