Chester Arthur
Continued civil services reform through the Pendleton act of 1883, the first law intended to begin the professional handling of civil service. He pushed for the act and marked the beginning of the spoil system, the Pendleton act called for the merit system for promotions within thr service.
The Pendleton act covered 14,000 federal officers originally but the list could be extended by future presidents in order to protect their own appointments, the act also made is to that party’s had to increasing rely on business for campaign contributions
Grover Cleveland
Democrat, first president to do 1 term and then come back and do another term years later.
He was determined to have a honest and economic government, he refused to sanction expensive river and harbour bills.
Cleveland scrutinised the private pension bill in 1877
Replaced 2/3 of office holders with democrats, was against regulation of big business
