- he felt too much resentment in germany could lead to a future war
- britain’s trade would suffer if germany was too weak
- german people might be angry at the government and start a revolution
- he didn’t act on this because british people wanted to make germany pay.
- he wanted to represent what the british population wants

- pleased that germany took blame for the war
