Tucson, Arizona opened the first municipally owned airport in 1919 with commercial air service starting in 1928. The airport communications center component was not officially developed until 1982. Institutions like AAAE, ICAO, NFPA, FAA, and TSA. have identified the best practices and procedures for these departments.

Full - all existing communications center services are moved into a single center with a single management structure
Partial - multiple centers may be combined and others may continue independently driven purely by political, operational and fiscal realities.
Co-located - multiple center may be moved to the same location and maintain separate operations, infrastructure and common equipment may be shared and cost may be reduced. When deciding to consolidate it is good to keep in mind:
- the overall costs of consolidation
- the philosophy and political will of departments affected
- funding

Typical hours of operation are 24 hours a day, 365 days per year, including weekends and holidays. Generally configured for emergency communications support. In most airport organizational structures, the ACC is a stand-alone component that falls under the division of Airport Operations. A classification plan typically lists job titles and general duties, responsibilities and qualifications for each position. The classification plan involves providing a description of the different kinds of work performed in the center.

A

Airports operate under many federal, state and local compliance obligations. Commercial airports operate under FAA regulations such as Part 139, certification of commercia airports, Part 77 under obstructions. Airports communications centers are organized to meet the needs of the airport operator and help in the fulfillment of its compliance obligations.

A

The AEP is designed to help minimize the possibility and extent of personnel injury and property damage to the airport during an emergency. Part of the plan is the communications system used to share information. Includes radio systems and emergency alerting systems (EAS). The EAS is a means for the airport communications center to notify and warn emergency responders, airport employees, tenants and the general public of potential or actual emergency situations.

A

FAA Part 1500 series covers airport security to include “secured areas” and security identification display area (SIDA). The rules can be found in 49 CFR, Chapter XII -TSA:
Subchapter A contains administrative and procedural rules (Part 1500-1515)
Subpart B contains rules that apply to many mode of transportation (Part 1520)
Subpart C contains rules for civically aviation security including general aviation (Part 1540-1562)
Subpart D contains maritime and land transportation security (Part 1570-1581-1699).
The airport communications centers works closely with the Airport Security Coordinator (ASC) in the airport security effort by documenting of security checkpoint incidents, and monitoring of access to restricted areas.
