  1. initiate bills and make laws
    - proposed bills must be passed by both houses before they can become a law
  2. represent the people
    - members of the HOR are elected to represent and act on behalf of the people, if they do not reflect community views they risk being voted out

    - pass bills that have gone through the lower court
