2 law making rules of the lower house (HOR) (same for Victorian legislative assembly)

- initiate bills and make laws
- proposed bills must be passed by both houses before they can become a law - represent the people
- members of the HOR are elected to represent and act on behalf of the people, if they do not reflect community views they risk being voted out

- initiate laws and pass bills (other than money and taxation bills)
- pass bills that have gone through the lower court - Act as a house of review
- represent the states

- approve bills before they become a law - withhold royal assent
- appoint executive council
