What occurs during the transition phase of an IFER?

Why is responsibility for the IFER handed over to an IFER manager?
- So that the primary separation responsibilities of the operational system are not compromised by distraction to the air/ground operator.
- So that a single, identifiable person assumes the responsibility and authority, as their primary and only task, of managing the provision of assistance by the operational system to the in-flight emergency.
What steps should be taken during the transition phase of an IFER?
- Review the management needs of the IFER, appoint an IFER Manager
- Review the Critical Initial Actions
- Review airspace management arrangements including;
—– The need to combine/de-combine positions.
—– The desirability of using a discrete frequency
—– The need to stop/modify traffic flows - Coordinate SAR Phase declaration with adjoining units, Supervisor
- Commence formally logging events
- Start allocating tasks
The IFER manager has the authority to __________
- request information, advice and assistance from any source as necessary;
- manage resources;
- review response effectiveness;
- coordinate and liaise with affected sectors or units, outside resources, the relevant supervisor, and the next IFER Manager; and
- perform administrative follow-up.
Who can be designated an IFER manager?
- a supervisor from the branch;
- a fully endorsed controller from the branch; or
- only when the above is not possible, as designated by the Supervisor
Who should not be designated as an IFER manager?

Until when should an IFER manager be retained?
Until the emergency situation is resolved. This may include when the aircraft will pass through different sectors/units within an ATS Centre (ATSC).
What is the primary role of the executive controller?
Maintaining the safe operation of the airspace and of ensuring that other traffic is separated from, or provided with traffic information on, the emergency aircraft and each other.
What is the secondary role of the executive controller?
To act as the air/ground communications link between the IFER Manager and the in-flight emergency aircraft.
What are the responsibilities of the ORM/SS?
- The ORM and/or SS will provide administrative support to the IFER Manager by notification of non-operational entities such as:

—– media liaison (in conjunction with Public Relations)
—– CASA
—– ATSB - When the in-flight emergency aircraft will cross an ATS Centre, TCU or Tower boundary, the SM/ORM/SS is responsible for coordinating an initial notification with the next Centre/TCU/TWR and ascertaining contact details for the next unit’s IFER Manager. The SM/ORM/SS will normally co-ordinate with the SM/ORM/SS of the next unit.
- The IFER Manager may delegate some liaison functions to the ORM/SS.
- The SS has authority over all ANS systems and can provide data and voice recordings in support of IFER.
How can ATC assist pilots AVIATE?
- Do not try and fly the aircraft or give instructions on doing so, unless you are qualified.
- Exception: VFR in IMC or Day VFR at night.

—– maintain a steady heading,
—– keep speed constant,
—– trust instruments as per IFER checklist.
How can ATC assist pilots NAVIGATE?
- Use radar/ADS-B,
- provide advice on suitable landing areas,
- provide weather/terrain advice.
How can ATC assist pilots COMMUNICATE?
Slow and distinct; keep requests to a minimum.
What does Normal Mode of Operations mean?
That the airways system is operating as it usually does, following all the normal rules and procedures and with personnel fulfilling the roles normally allocated.
