  • So that a single, identifiable person assumes the responsibility and authority, as their primary and only task, of managing the provision of assistance by the operational system to the in-flight emergency.

  • Review the management needs of the IFER, appoint an IFER Manager
  • Review the Critical Initial Actions
  • Review airspace management arrangements including;
    —– The need to combine/de-combine positions.
    —– The desirability of using a discrete frequency
    —– The need to stop/modify traffic flows
  • Coordinate SAR Phase declaration with adjoining units, Supervisor
  • Commence formally logging events
  • Start allocating tasks

  • When the in-flight emergency aircraft will cross an ATS Centre, TCU or Tower boundary, the SM/ORM/SS is responsible for coordinating an initial notification with the next Centre/TCU/TWR and ascertaining contact details for the next unit’s IFER Manager. The SM/ORM/SS will normally co-ordinate with the SM/ORM/SS of the next unit.
  • The IFER Manager may delegate some liaison functions to the ORM/SS.
  • The SS has authority over all ANS systems and can provide data and voice recordings in support of IFER.

  • Exception: VFR in IMC or Day VFR at night.

A

Coordinating as required information related to the conduct of the in-flight emergency response (e.g. details, intentions, plans, actions taken).

Additionally, the IFER Manager is responsible for liaison with affected surrounding sectors or units, outside resources (e.g. JRCC Australia, operating company) and the SM/ORM/SS.

The IFER Manager may also, subject to negotiation, delegate some liaison functions to the SM/ORM/SS including providing initial notification to onwards sectors within a Centre and contacting company representatives.

Refer any such action taken to an ORM/Military Supervisor at the earliest opportunity.
