Hitler held a freedom to rearm rally in which he increased the rate of conscription and war necessities. He also withdrew from the international disarmament conference on the grounds that no other countries were prepared to disarm therefore, why should he?

David Lloyd George recognised the harshness of the terms placed upon Germany and therefore said they can build up their navy so long as it’s no bigger than 35% of the size of the British navy; they were also allowed as many submarines as they wanted.
