Using examples, explain why sports have been unable to eliminate the use of performance enhancing drugs. (2)

A

No tests for EPO during the Tour de France (1999).
Lance Armstrong gardener (‘Motor man’) supplied EPO, they used secret phones to arrange meet ups to exchange the EPO.

Doctors used to tell performers when, what and how to take drugs which will allow them to pass the drug tests.
