Because USA was indirectly helping the axis because of the tripartite pact signed 27th september 1940.

USA: lost 4 battle ships, 2 Destroyers, and 188 aircraft. over 2000 Americians killed inc. civilians. JAPAN: lost 29 aircraft a few submarines and 64 men.
