Why?
They defeated Napolean and wanted to celebrate. They also wanted to reestablish peace within the great powers and wanted to redraw the map of Europe to erase Napoleon.
This lasted 40 years (Give or take) until….

Three Goals
- Buffers (Surrounding France and nations that don’t mess with them)
- Created the United Netherlands (Problem because they don’t like each other)
- Restore of BOP
- Nobody ends up as winner or loser
- Legitimacy (Most conservative)
- Monarch has to have real claim by blood
Problems
- Great Britian and France are like “Lets fight each other” (Threating war against each other)
- GB doesn’t trust Russia and wanted to put buffers around them
- Russia complaining, they didn’t get any land but… (:|)they already have a huge amount of land
Concert of Europe
Military Alliance between GB FRAP to keep conservatism and stopping liberalism coming in the form of riots or conflicts.
- Also called the Metternich system

Its RAP because they have a greater risk because they are absolutists.
Challanges (5)
- Spain- in 1820 was trying to get their king to be a constitutional but it wasn’t so the French army violently dies this down.
- Russia- in 1825 was having this revolt (Decembrist) because they wanted to modernize and wanted liberal reforms and czar Nicholes I is like okay… but them brutally slaughters them to show case them.
- France- People where revolting against Louis XVIII because he wasn’t super liberal, but this dies down and doesn’t go anywhere.
- Belgium- They are fighting for their independence and in 1831 the concert of Europe gives them it because they want a strong buffer state.
- Poland- Polish people are living in Russian territory and they want independence, and Nicholes I destroys them.
Conserative results
- They restore monarchs and destroy social contracts
- Anti- Enlightment and liberal ideas
