1-8 protect individual liberties, 9 & 10 separate state and government

Moves from NY to Philly, Economy grows, Hamilton becomes secretary of treasury

National debt was 52 mil and he used this to build credit, creates national bank

- Gain revenue
- Stabilize banking system

Madison and Jefferson wanted to base the country off of rural farming, wanted to limit the power of bankers over the economy
Pros and Cons of national bank
Pro: stabilize economy
Cons: put power in the hands of the rich
The Whiskey Rebellion
Whiskey producers were angry at taxes so they rebel, Hamilton and Washington thought laws passed by gov was meant to be obeyed, Washington nationalized Pennsylvania militia
Britain and France quarrel
Feb 1793 France declares war on Britain, What should we do? do nothing says Washington this is not the same France that had helped us in the past. Caused a great divide in the country
Jays treaty
British capture 300 ships, Treaty only helped Britain, house and senate opposed but was eventually approved, pissed off the people
1796 election
Front runner = president and Second = vice president
Adams and Jefferson had beef and they had to serve together

3 agents, nicknamed X,Y, and J, go to fix relations with France, French were angry and demanded compensation for US betrayal, created anti-french sentiment
