-Spain & France had a history of fighting the British
-resentment over losses in French & Indian War
-America proved it could win (Saratoga) & Spain & France wanted to assure it w/money, military support, & political support (recognize America’s independence)

-colonists boycotted British tea & stopped ships from unloading tea
-final straw was Mass. gov. saying no to colonists’ demand that ships of tea be sent out of British Harbor
