No. Can climb to missed approach altitude but cannot turn prior.

No. They require RNAV-1.

Execute a climbing turn back towards the runway and intercept the missed approach procedure for the runway/procedure you flew the approach to, not the runway circling to
Does ATC have to provide climbout instructions on every practice approach?
Technically no. If they are the same for every approach, their issuance may be omitted so you can assume it’s the same.
