citizens of a country elect representatives on their behalf to make descions for a specified period of time

types:
- absolute monarchy- one person rules
- aristocracy and oligarchy- rule by and elite
- autocracy- legal power exercised by an autocrat decides laws
- fascist and communist dictatorships- modern dictators
