Why is the human DNA cut with the same restriction enzyme as the plasmid.

So the (sticky ends) single strands of DNA are complementary and pair up

After the DNA ligase joins up the the two sticky ends of the cells, what happens?
This new GM plasmid is placed back into the bacteria, the bacteria reproduce, creating more insulin ready to be extracted.
