What are the circumstances in which rule 305 can be applied?

A provision of the Australian Road Rules doesn’t apply if-

in the circumstances

-the driver is taking reasonable care

• it is reasonable the provision should not apply and
• if the vehicle is a Motor Vehicle that is moving, the vehicle is displaying red and blue flashing lights or sounding an alarm.
