Shays’ Rebellion

A

A rebellion that began in Massachusetts in 1786. The Massachusetts government raised taxes to help pay off debt which was harsh on poor farmers. Farmers couldn’t afford the tax so they rebelled against it. The national government was unable to step in. Wealthy people began to fear that state legislatures would become more responsive towards the poor people. This caused people to argue for a stronger central government.

The British were supposed to leave the US “with convenient speed” according to the treaty.

  • US could not repay its debts to Britain
  • Britain refused to leave until debts were paid off

A

Spain refused to let US ships use the ports in New Orleans

  • Western farmers began to talk about setting up a separate country

A

-The Virginia Plan (a two-house legislature based on state population)

Why did smaller states dislike the Virginia Plan?

A

The Virginia Plan gave states with larger populations more power. Smaller states supported the New Jersey Plan which proposed a single-house congress with equal voting.

A

Offered a two-house congress. Each state would have equal representation in the Senate and state’s population would determine its representation in the House of Representatives.
