  1. Identifying Hazards- outline major steps of operation and determine the hazards associated with the steps.
  2. Assessing Hazards- determine the probability and severity of the risks for each hazard.
  3. Making Risk Decisions- develop risk control options in order of severity to reduce risks to the minimum necessary to accomplish the mission.
  4. Implementing controls- act upon the options determined to best minimize risk.
  5. Supervising- conduct follow-up evaluations of the implemented controls, reassessing risk as necessary.
